Flintshire Local Safeguarding Children Board

What does the LSCB do?
Safeguarding Children Boards have two main functions:
- To coordinate all agencies’ work to safeguard and promote the welfare of children.
- To ensure the effectiveness of that work.
This includes work on:
- Policies and procedures
- Serious Case Reviews
- Planning of services
- Communicating the need to safeguard and promote the welfare of children
- Monitoring the effectiveness of the work by all agencies
- Ensuring safe recruitment practices
The LSCB operates through a multi-agency board and a number of sub-groups reporting to it. The Board and Sub-groups include representation from:
- Education
- Social Services
- Youth Offending Team
- Probation
- Betsi Cadwaladr University Hospital Trust
- Housing Services
- North Wales Police
- Public Health Wales
- NCH Cymru
- Child & Adolescent Mental Health Services
- Womens Aid
Agencies with new safeguarding policies
The LSCB is responsible for raising awareness of safeguarding and promoting the welfare of children across all agencies and the wider community. Over the coming year the Board will be developing a communication and participation strategy to enable us to fulfil this responsibility effectively.
We welcome all our new partners to the LSCB.
Making links with other agencies
There is a large range of agencies and organisations working to contribute to safeguarding in Flintshire. The LSCB will be working to ensure that appropriate links are made with all other relevant groups to ensure a coordinated response to the safeguarding agenda. Other significant groups include:
- Multi-Agency Public Protection Arrangement (MAPPA)
- Flintshire Domestic Violence Forum
- Children and Young People's Partnership
- Community Safety Partnership

The Children Act 2004
Section 28 of the Children Act 2004 places a duty on key people and bodies to make arrangements to ensure that their functions are discharged with regard to the need to safeguard and promote the welfare of children. It is inevitable that the application of this duty will vary according to the nature of each agency and its functions. It gives all agencies a shared responsibility and in doing so offers a common legislative language which should encourage a better understanding of roles between agencies. The duty requires all agencies to have:
- Senior management commitment to the importance of safeguarding and promoting children’s welfare.
- A clear statement of the agency’s responsibilities towards children available for all staff.
- A clear line of accountability within the organisation for work on safeguarding and promoting the welfare of children.
- Service development that takes into account the need to safeguard and promote welfare, and is informed, where appropriate, by the views of children and families.
- Training on safeguarding and promoting the welfare of children for all staff working with, or in contact with, children and families.
- Safe recruitment procedures in place.
- Effective inter-agency working to safeguard and promote the welfare of children.
- Effective information sharing arrangements
- Appropriate representation on their Local Safeguarding Children Board
Child Protection in licensed premises
The LSCB is the responsible authority under the Licensing Act 2003 for matters related to the protection of children from harm and approves all new or varied alcohol licence applications and scrutinises gambling licence application
