Flintshire Local Flood Risk Management Strategy 2025 (LFRMS 2025)
In April 2025 Flintshire County Council approved the undertaking of a public consultation for the Flintshire Local Flood Risk Management Strategy (LFRMS). The strategy will replace the existing Local Flood Risk Management Strategy published in 2013.
Flintshire County Council invites comments from stakeholders who will be affected by the strategy which include, but are not limited to, residents, businesses, local risk management authorities and local flood risk action groups.
This consultation process will last for a minimum of 5 weeks. All responses will be considered thoroughly by the Flintshire Lead Local Flood Authority (LLFA). Once the consultation process has closed, all responses will be collated and reviewed. The relevant findings will be made available.
Those people who are unable to complete the survey online can visit any Connects Centre where support will be available. Connects Centres are open 9am to 4.30pm on the following days:
- Buckley: Tuesday, Wednesday, Thursday
- Connah’s Quay, Flint and Holywell: Monday to Friday
- Mold: Monday, Wednesday, Friday
Background
The draft Flintshire Local Flood Risk Management Strategy (LFRMS) sets out how Flintshire County Council, in its role as Lead Local Flood Authority for Flintshire, and partner authorities will work together to manage flood risk.
We are consulting on Flintshire’s second LFRMS which will cover a six-year period but also look at the longer-term consequences that need to be taken into account, particularly in relation to climate change.
The Council has produced the LFRMS under the requirements of the Flood and Water Management Act 2010 and builds on our current work on managing local sources of flood risk.
What does the Strategy cover?
The strategy provides an overview of flood risk management across the county and the roles and responsibilities of Risk Management Authorities and other key stakeholders. The strategy also provides information for residents, businesses, and developers to help understand and manage flood risk.
Underpinning the strategy are a series of objectives and measures that will be followed to manage and where possible reduce flood risk within Flintshire.
What the Strategy does not cover?
The strategy does not replicate or replace the National Flood Risk Management Strategy as prepared by the Welsh Government and available for reference at www.gov.wales.
The strategy does not cover how authorities should respond during an emergency, or an incident response situation related to flooding. These are still covered by the Local Resilience Forums and multi-agency approaches under the Civil Contingencies Act.
The strategy does not allocate land for new developments or develop Local Planning policies, the evidence base for planning decisions in relation to flood risk sits within the Strategic Flood Risk Assessment (SFRA) prepared by the Local Planning Authority within the area.
