Place Making in Flintshire - Flint
Final outcomes (Place Making Plan) from the Flintshire Place Making consultations for Flint will be available here in due course.
The first stage consultation undertaken for Flint was undertaken in Spring 2024 and it generated feedback from over 2050 local people. The feedback has since been used to help shape the development of the Place Making Plans the town thanks to funding secured through the UK Government Shared Prosperity Fund and Welsh Government Transforming Towns initiative.
Place Making Plan activity is being led by Flintshire County Council’s Regeneration team in collaboration with a range of other Council services and external partner organisations. This is in response to the Welsh Government’s request that all local authorities across Wales establish Place Making Plans for their towns. These plans are a condition of future Welsh Government investment being made available to support town centre regeneration projects.
Place Making Plans will set out a future vision for each town, outline priorities that can help improve the overall vibrancy and attractiveness of the place and seek to address the needs of people who live in, work in and visit the towns. The development of the plans for each town creates opportunities for a range of stakeholders to work more collaboratively to deliver improvements.
Flint and Mold are the final two of seven Place Making Plans to be developed with plans having been completed for Buckley, Connah’s Quay, Holywell, Queensferry and Shotton. The Place Making Plans have developed using a range of datasets, research and public opinion and feedback, and the plans for Flint and Mold are ready to be shared with the public for further consultation before being considered for adoption by the Council and its external partners.
This phase is now bringing together the data analysis, the feedback and identifies key priorities for the town. The survey asks the public their level of awareness of Place Making in Flint, their level of agreement with the proposed priorities and the level of agreement with the proposed way forward.

This latest consultation provides an opportunity for members of the public to see the draft plans, the key priorities that have been identified and the proposed approach to implementing the plans.
The public will have the opportunity to give their view via an online survey to be launched on Friday 27 February 2026 which will run until Monday 16th March 2026.
