Cabinet considers the Council’s positive annual progress – 2019/2020

Cabinet Members will be asked to note the progress, performance and risks set out in the end of year Council Plan report for 2019/20 when they meet on Tuesday, 14 July.

The Council Plan 2017/23 was adopted by the Council in September 2017. Flintshire County Council has performed well during the last financial year and proves once again that it is a high performing Council.  This is another positive report with 88% of activities making good progress and 91% are expected to achieve the desired outcome.  Performance indicators show good progress with 92% meeting or near to target. Risks are also being successfully managed with the large majority being assessed as moderate (67%), minor (12%) or insignificant (6%), with 15% rated as major.

Leader of the Council, Councillor Ian Roberts, said:

“Through the Council Plan, we prioritise areas and services that are important to our community. It is monitored throughout the year to assess whether we are going to hit our targets. Despite many years of financial challenge, Flintshire continues to be a strong performing Council.” 

There were many achievements throughout the year, some of which are listed below:

  • Flintshire became the first Dementia Friendly Council in North Wales.
  • Introduction of an innovative new approach to increasing the number of carers able to deliver care to our residents – Micro-Care.  
  • The rollout of the Mockingbird programme – a first for Wales - which creates an ‘extended family’ - called a constellation - of 6-10 fostering families who are supported by an experienced foster carer. 
  • As at 31 March 2020, 115 affordable homes had been delivered or were under construction.
  • The 21st Century Schools programme completed the second phase of a major development of Connah’s Quay High School and also a brand new junior school in Penyffordd.  Projects are underway at Ysgol Glan Aber, Ysgol Castell Alun, Queensferry CP campus and Ysgol Glanrafon in Mold.
  • The 32 bed expansion of Marleyfield Care Home was in contract by March 2020. 
  • Hwb Cylfe, the replacement for Glanrafon Day Centre for people with a learning disability, was officially opened. 
  • Supporting rough sleepers with the employment of an outreach worker.
  • Successful completion of the modernisation and refurbishment of our housing stock with a tenant satisfaction level of 95.8%.
  • Formation of a new food social enterprise – Well-Fed - with partners Can Cook and Clwyd Alyn.
  • Access to sanitary products in schools, youth clubs and foodbanks to support well-being and school attendance.
  • Detailed design of a new park and ride facility in Deeside Industrial Park.
  • The opening of Parc Adfer.
  • Creation of a joint Archives Service with Denbighshire – North East Wales Archive (NEWA).
  • Communities For Work Plus (CFW+) help 94 residents into employment and had 195 individuals involved in various training sessions.  

Resources continue to be challenging but, despite this, the Council was able to set a balanced budget for 2020/21.

Flintshire County Council’s Chief Executive, Colin Everett, said: 

"Flintshire has been creative and successful in achieving its aims for another year.  Some projects are finished, some are on-going and will move into next year as Flintshire continues to reach and surpass its targets despite the continuing economic challenges and the current health crisis.”
